Delphi 3 & OCX doesn't Work

Has anyone been able to get the ActiveX (ocx) control to work with Delphi 3? The error message returned is "Unexpected Failure". My demo app is quite similar to the code used in Colby's demo VB app. Seems simple. When the Delphi APP starts, it launches the SLINKSERV.EXE automatically and shows Users:1, Obj:1, but Dev:0 is indicating that the control doesn't register properly. (Each occurance of a program using slinkserv.exe increases the Dev, Users and Obj values).

Any help or code sample would be appreciated.
