Sleep is a parameter in the IR device files you are using. If you edit the device file or load it in ezlearn, you can change it's value. It is a negative number representing the number of microseconds to sleep, e.g.

sleep = -100000

would insert a pause of 1/10th of a second at the end of every command in that file.
