I think I was doing all the Control-S stuff properly as you suggested. I think there is just something stange about my DSS receiver. This conclusion is supported by the fact that the HI8 deck works perfectly via Control-S.

Regarding the DVD player, the problem was pilot error. After fixing some syntax errors in my "cde" file, everything works great.
