The power-saving feature in Win98 is set to blank your computer screen after a period of disuse. This is part of the EnergyStar spec and is usually a good thing. It overrides any screen savers you have set up. You can change it, I think, by going to Start / Settings / Control Panel, clicking Display, clicking the Screen Saver tab and finding the button for Energy Star settings. That is the typical setup, but you might have to root around to find it on your machine.
