I don't know why Sony set it up this way, maybe to stay compatible when they upgraded from 100 to 200 discs. Anyway, here's the way it works. There should be enough info here to answer your question.

cdsls001: works for discs 1-200

for discs 1-99 use 01-99 dec

for discs 100-200 use 9A-FE hex (use the add 54 rule, 113+54=167 or [A7])

cdsls004a: works for discs 201-300

for discs 201-300 use 01-64 hex

whenever FF is sent, it will refer to the existing disc.
