IR Problems with Learn

I have two remotes with problems...one is a JVC VCR....I capture and display the IR codes with the imported JVCir.CDE settings...but it saves as a blank. Any hints on fine tuning the IR file settings? Other remotes work OK.
The other problem is a B&K receiver and there are no device files. Am I out of luck?
