In theory you are allowed to make a personal copy of the CD (and therefore
one can presume) the artwork. This is just an odd way of making a copy.

Regardless it is fair to expect that as long as you physically own the CD,
you are allowed to have a digital version of the artwork on file (for
personal use).

If a CD is in the CDJ database I presume the user owns a legal copy of the
CD, if not (e.g. with MP3) it is the responsibility of the user not the
"copy machine".

I would be interested in perusing a copy exchange program, if others are
behind it too. And if someone can make the FTP space available...
