Consider an older (used) laptop. Many of them have video out directly; if
not cheap RGB->NTSC converters are in the $100-$200 range. If the laptop
doesn't have the features you want built-in, there are PCMCIA cards.

They are small, designed to be quiet, and the don't hold their value well so
a generation or two back is very reasonably priced.
