When you create the web site in the MMC, there's a tab called "Application" under the site's properties, and in that you can tell it to run in a seperate memory space. You may want to try messing with that; you may have better luck with slinkserv one way or another.

I'm assuming you're gonna use Active Server Pages to get to the activex component; you may or may not have to use MTS as well.
