Many moons ago Colby explained a means of inserting a delay in map file command sequences. I'm not near my slinke machine but this should get you very close to an implementation.

You need to add the lowlevel device. See the following Help section:

The SlinkX ActiveX Control

Low Level Device Interface

Once the lowlevel device is in place you can use the IR transmit command to cause a delay. See the following Help section:

The SlinkX ActiveX Control

Low Level Device Interface

Transmitting an IR Signal

Since the carrier and specific IR port used doesn't matter you only need to instert one command to force a delay (the lowlevel:carrier and lowlevel:irtxports commands do not need to be used):

lowlevel:ir[-2000.0]

This tells the last IR port used to stay off for two seconds and will result in a 2 second delay before continuing with any remaing map file commands. Since the carrier and IR port haven't been changed there is no impact to anything else going on. Since the IR port is forced off it will not even impact IR commands from your handheld remotes during the delay.
