DCOM and Win98

I have a two PC peer to peer setup on Win 98 on which I'm trying to setup Slink using DCOM.

Apparently, DCOM is part of Win 98 because the DCOMCNFG utility already exists. When I try to run it, it says that my system needs to be set up for "User-Level" Security. When I go into the network Icon to change Access to User-Level security it's asking me where to obtain the list of users and groups from. I'm assuming it wants an NT server name. Since I'm on a peer to peer network, there is no server. How do I get around this in order to use DCOM on a peer to peer network. Is there a special version of DCOM for Win 98?

Does anybody have this running on a WIN95 network without an NT server present? If so, how did you get it to work?
