How many commands can be in a device file?

What is the limit of the number of commands that can be in a single device file? I created an application that searches my components for useful device commands. A 7-bit command could be 128 different combinations. It seems that the Slinkeserver won't load a device file with this many. I cut it down to 64 commands and it loads fine. I don't know where the cutoff is. How many? Is it possible to expand upon it? When searching for longer commands (10 or 2 bits), it makes it a real pain to have to break it up to very small files.
