I went over talked to Steve Scherf of CDDB (they are located in Berkeley now too) the other day. He basically told me how CDDB controls user request limits but asked that I not make all of these details public, so here's the simplified explanation. Basically CDDB limits access by IP address. Since many dialup-type users don't have fixed IPs, CDDB can also impose access limits to a block of IPs. This means that you may actually obtain more or less discs than the 100 per server single IP limit.
