pausing/stopping restarting playlist

Why when one pauses/stops a playlist at the end of a song, then tries to restart it later does it act screwy? It will either jump forward or back one track or play TWO songs. VERY RARELY does it restart and operate properly after a stop/restart or pause. This is VERY frustrating!
