The answer to your question is yes. I am doing just that for a complete set of video gear.
the slink will allow you to learn any normal remote, and will build the necessary data sets for the proper timing (the software that does that is called EZ-Learn).
You can then write a PC app (you better know how to program) that will issue commands to the slinke to put out the IR signals which can be fed into any number of IR network transmision systems (I use xantech)
